Re: Heinrich Schelton

I have been asked to compose this memo by Admiral Quinn in response to recent attempts by sociologist Heinrich Schelton to contact members of the Federation Council and Starfleet Command. His last attempt to speak with President Okeg has resulted in temporary detention. This should, at least, provide some brief respite from his correspondence.

Clearly, Schelton’s notions are untenable and unworthy of further consideration. His claim that the Federation will face a sort of doomsday in the years around 2412 is the kind of apocalyptic millennial scaremongering that belongs in the 21st century much more than the 25th. His more recent rants about the return of the Iconians are a clear sign of an unbalanced mind.

However, while Schelton himself may be unbalanced, there are members of Starfleet command who believe there is merit in some of his ideas. In particular, though his proposal to travel back in time and kidnap James Kirk in order to save the Federation is both ridiculous and dangerous, there may be some value in entertaining the general concept.

Consider the following points:

(1) Time travel is a fact. Even since the establishment of the Temporal Prime Directive (TPD), Starfleet has engaged in travel through time when it was deemed necessary.

(2) We know that, at some point in the future, a temporal cold war will begin. It is unlikely the TPD will be in operation at that time. Moreover, Starfleet and the Federation must learn to exploit temporal technology in anticipation of this conflict.

(3) Even if the Federation discourages all temporal incursions, other government, individuals, and even rogue factions such as the semi-mythical Section 31 will continue to make them. In order to counter any and all threats, Starfleet must establish an active interest in time travel.

(4) While Schelton’s thesis—that the modern Federation is in decay and must turn, literally, to its past in order to survive—is nonsense, the past may provide important resources that we cannot overlook in the coming days.

I have asked Captain James Bailey to compose a white paper on the possibilities in this regard. In advance of that document, I would like to offer a few specific recommendations here.
